Harvard LL.M. Program Student Handbook

Before you apply to an LL.M. program in the U.S., read the program's Student Handbook. The Student Handbook will explain LL.M. program guidelines, the LL.M. curriculum, the grading scheme, and other information that will be useful to you after you enroll. Reading the Student Handbook will help you, as an LL.M. applicant and LL.M. student, develop reasonable expectations about the LL.M. program.

Check with the admissions office of LL.M. programs that interest you, and ask for a copy of their Student Handbook. LL.M. Fair for U.S. Study -- Cologne, Germany on 3-4 May 2013

Each year the German- American Lawyers' Association (DAJV - Deutsch-Amerikanischen Juristen-Vereinigung) hosts a fair for U.S. law schools to send representatives to Cologne, Germany where they can meet students who want to apply to U.S. LL.M. programs. This is a great opportunity for prospective students to get first hand information about applying and getting accepted to a range of different LL.M. programs. The 2013 Fair will be held on 3 - 4 May.

There will be many U.S. LL.M. programs at the DAJV LL.M. Fair this year.

Comparative law conference with many LL.M. graduates & students - Indiana

The American Society of Comparative Law (ASCL) is hosting a conference for its Younger Comparativists Committee (YCC).  The conference is designed to highlight, develop, and promote the scholarship of new and younger comparativists, defined as scholars involved in comparative law for fewer than ten years. It is being held at Indiana University McKinney School of Law in Indianapolis, Indiana (U.S.A.).

Over 80 younger scholars involved in comparative law for less than ten years as well as a select group of graduate students are presenting their research on a wide range of topics in comparative private and public law. The conference is titled New Voices in Comparative Law and is being held 18 - 19 April 2013.

Australia Protects Human Rights of International Students

The Australian government launched a set of Principles to Promote and Protect the Human Rights of International Students. On 4 October 2012, Australia's Race Discrimination Commissioner, Dr. Helen Szoke, noted the duty to protect international students, from all countries, who travel to Australia to study. The launch of the Principles occurred at the Australian International Education Conference held in Melbourne, Australia. A word or pdf version of the Principles and commentary thereon can be downloaded from the Commission’s website here.

Dr. Szoke noted that Australia benefits socially, culturally and economically from international students, and Australia owes a duty of care to ensure the health, safety and well-being of international students. Though most international students have great experiences, some challenges international students may face include economic insecurity, social isolation, language and cultural barriers, threats to their safety, and difficulties accessing needed services and information. They may also encounter discrimination, exploitation or harassment due to their race, colour, culture, religion, language or sex.

The human rights Principles, which flow in part from international human rights law treaties that bind Australia, help make international students more aware of their human rights, how Australian law protects these rights, and remedies available upon breach.  The Australian Human Rights Commission consulted with key stakeholders in arriving at the internationally agreed human rights  principles.

Foreign Lawyer Short-Term Visiting Scholars to US - Fulbright

Through the Fulbright program, the U.S. government funds overseas lawyers and others who want to come to the U.S. for short periods without earning a Master of Laws (LL.M.) degree. One Fulbright plan is under a special "U.S.-ASEAN Fulbright Visiting Scholar Program".

That program recently announced its first award recipients, with seven people from ASEAN countries coming to the U.S.  The Visiting Scholars’ areas of research include climate change, food security, public health, U.S.-ASEAN political relations, monetary policy, and law.

U.S. Ambassador to ASEAN David L. Carden said: “The scholars’ projects are great representations of ongoing areas of focus in ASEAN, and we wish them well in their research at universities in the United States.”

The National Jurist reports that a new program at Sandra Day O'Connor College of Law at Arizona State University will permit students to seek bar admission in both the U.S. and Canada. They hope that this will create additional opportunities in an increased job market for graduates.  The National Jurist reports:

"The school’s North American Law Degree will allow students to graduate, within three years, with a J.D. designed to allow them to immediately seek licensure in Canada without further coursework, in addition to qualifying them for bar admission in the U.S."

The National Jurist further notes:  "The school’s dean, Douglas Sylvester, is a dual citizen of the U.S. and Canada and a graduate of both Canadian and U.S. schools of higher education."

£500 Scholarships offered for an LL.M. in the U.S. or Global

Postgrad Solutions offers scholarships (Bursaries) for LL.M. study in the U.S. or elsewhere around the globe.  Each scholarship is worth £500 (British pounds).

Students are eligible for the scholarship if they begin their LL.M. study at any point in 2013. Though the award recipients will not be announced until Autumn 2013, students who apply before the 18 August 2013 deadline are eligible, even if they began their LL.M. study as early as January 2013.

Supreme Court Justice Reviews LL.M. Roadmap

A very positive book review has been published about LL.M. Roadmap.  Supreme Court Justice of Indiana (former) Frank Sullivan, Jr., complimented the "comprehensive" nature of LL.M. Roadmap, and said that LL.M. Roadmap "is an indispensable resource . . . providing information that LL.M. students require".

Justice Sullivan notes that "scrupulous attention to the advice contained in LL.M. Roadmap will greatly help international students".

Author Elected to LL.M. Leadership at Law Professor Association

In January 2013, Professor George E. Edwards was elected to three graduate and international legal education leadership positions within the Association of American Law Schools (AALS). These positions involve Master of Laws (LL.M.) and other graduate law programs at law schools across the U.S., and overseas.

First, Professor Edwards was elected President-Elect of the AALS Section on Graduate Law Programs for Non-U.S. Lawyers. This section is involved with Master of Laws (LL.M.) programs for international students at over 140 law schools in the U.S., which are subjects of Professor Edwards’ new book, LL.M. Roadmap: An International Student’s Guide to U.S. Law School Programs (www.LLMRoadMap.com). In 2014 Professor Edwards will be elevated to Chair of the AALS Section on Graduate Programs for Non-U.S. Lawyers.

Professor Edwards said:
            “I am excited to take on this leadership role in the very important Section dealing with international students who come to  the U.S. to study in our nation’s law schools. This type of international legal education promotes human rights in the U.S. and in the students’ home countries, and plays a critical role in international relations, diplomacy and global peace and security initiatives.”

Professor Edwards continued:
        “It is important to inform international students of pitfalls they may encounter in LL.M. programs at U.S. law schools. Caution is needed to avoid cash cows, diploma mills, LL.M. creep, bait and switch, and other mechanisms that harm students, and that result in students’ reasonable LL.M. expectations being unsatisfied”.

Dysfunctional LL.M. Programs - Lecture

Professor George Edwards, the author of the book LL.M. Roadmap, lectured on how to avoid dysfunctional and deficient Master of Laws (LL.M.) programs at U.S. law schools. He spoke on strategies to help LL.M. programs meet the reasonable expectations and needs of LL.M. and J.D. students, law schools and other stakeholders. His lecture was in New Orleans, Louisiana in January 2013 at the Annual Meeting of the Association of American Law Schools (AALS), and was part of AALS President Lauren Robel’s Presidential Workshop on Globalizing the Curriculum.

The President’s Workshop was designed around the AALS Annual Meeting theme, "Global Engagement and the Legal Academy", and the title of the Workshop is "Do Law Schools Need a Paradigm Shift?" The Workshop had over 200 attendees from law schools across the U.S. and overseas.

Professor Edwards identified the many stakeholders involved in international legal education, and identified specific U.S. law school policies and practices that threaten the ability of LL.M. programs to meet stakeholder needs. He identified to cash cow, diploma mill, bait & switch, and LL.M. creep characteristics of LL.M. programs, suggesting avoidance.

He proposed the possibility of the ABA or another entity accrediting LL.M. programs, developing an LL.M. program Code of Conduct, creating a national council or association of international LL.M. students in the U.S. (with local chapters at different schools and in different cities, states and regions), and other mechanisms to help ensure that reasonable expectations of all LL.M. program stakeholders are met.

"LL.M. Creep"

“LL.M. creep” at U.S. law schools occurs when a law school’s LL.M. program, in a slow but certain fashion, impinges upon the J.D. program. With LL.M. creep, the LL.M. program might displace J.D. activities, courses, personnel and other resources that are of critical importance to the J.D. program.

Law schools earn significant revenues from LL.M. programs, and law schools may be eager to devote resources to the LL.M. program. If the school earns more profit LL.M. student enrollment than J.D. student enrollment, the school may seek to bolster LL.M. resources at the expense of the J.D. program. In such a case, LL.M. creep may threaten the J.D. program.

The American Bar Association (ABA) which oversees and accredits law school J.D. programs. Generally, the ABA permits a law school to fund its LL.M., J.D. or other degree programs at whatever levels the school desires. However, the ABA insists that LL.M. programs not interfere with J.D. programs.

The ABA specifically requires that LL.M. programs “may not detract from a law school’s  ability to maintain a J.D. degree program that meets the requirements of the Standards”. Thus, if an LL.M. program at a U.S. law school detracts from or

Secretary of State Hillary Clinton Speaks on International Education at EducationUSA Forum in Washington, DC

Secretary of State Hillary Rodham Clinton spoke about the benefits of international students joining degree programs in the U.S.,  and about how important international education is for all stakeholders. The Department of State plays an instrumental role in assisting foreign / international students who want to study in the United States.  The State Department, through its Bureau of Educational and Cultural Affairs, sponsors the Fulbright Grant Program, the Muskie Graduate Fellowship Program, and other schemes that provide funding for international students to enroll in LL.M. programs in the U.S.


Secretary Clinton gave these remarks at the EducationUSA Forum held in Washington, DC on 26 June 2012.

I am delighted to welcome you to this important event as you share the latest ideas, innovations, and trends in international education.  

Now more than ever, the American higher education system stands as one of the great examples of America’s special role in the world.  In the last 15 years we have doubled the number of international students studying in the United States.  And today these students come from every corner of the globe to study in every corner of this country. 

At the State Department, we see these exchanges as critical to our effort to expand global prosperity and strengthen our national security.  There is no substitute for living in the United States, learning English, and getting first-hand exposure to our institutions and traditions.  International students enrich our classrooms and our communities.  And they return home with friends and experiences that will shape the rest of their lives. 

This is why the State Department supports Education USA advising centers in more than 170 countries around the world.  Through these centers, we are able to reach millions of students every year – some who have never even considered studying in the United States.

Jessup Moot Court 2012 Book Prize - LLM RoadMap

National Jurist Article on How to Choose the "Best" LL.M. Program

Each year about 6,000 international students enter LL.M. programs in the U.S.  No school can admit all those students! So how do you choose which school is "best" for you?

A recent National Jurist article identifies factors to consider. How to Choose the Best U.S. Law School for Foreign Lawyers appears in the November 2011 issue of The National Jurist: The Magazine for Law Students.

Many students think that an LL.M. program's ranking and reputation are important, or that the ranking or reputation of the law school are important, or perhaps that of the law school's parent university is most important. The National Jurist article cautions that there are many factors to consider other than ranking and reputation.

The article is an excerpt from L.M. Roadmap: An International Student’s Guide to U.S. Law School Programs. (Wolters Kluwer, 2011) (624 pages). The book's companion website is  www.LLMRoadMap.com, which reproduces some of the information from the book, and contains significant updated information. The LL.M.
