Tips On Identifying "Cash Cows"
A cash cow school uses significant LL.M. tuition revenues for non-LL.M. purposes. Those schools leave the LL.M. program with insufficient resources to meet the reasonable needs and expectations of the LL.M. students. LL.M. students may have a negative experience, and indeed suffer due to this conflict. In those schools, LL.M. students and LL.M. graduates suffer, because resources are diverted away from them.
Schools that divert LL.M. revenue away from the LL.M. program may not devote appropriate funding for LL.M. academic assistance programs, English-language tutoring, or LL.M. career services. In other words, the school would treat the LL.M. program like a “cash cow”.
An LL.M. prorgram can be a cash cow no matter how large or how small the tuition is. It does not matter if program has many students or few, with large or small revenues.
What is important is how LL.M. revenues are spent. If the school reinvests LL.M. revenue into the LL.M. program, chances are better that the school can meet LL.M. students' reasonable expectations. If the school diverts LL.M. revenue to J.D. programs, and does not meet LL.M. students' reasonable expectations, then the cash cow label will apply.
A school need not have millions of dollars of LL.M. revenue for it to be a cash cow! Before you enroll, find out whether the school is a cash cow -- whether it uses LL.M. revenue to support the LL.M. program. You should have a better experience in a well-funded LL.M. program!
Ask Before You Enroll!
Before you join an LL.M. program, ask the administrators whether the school devotes appropriate resources to the LL.M. program. Ask LL.M. students and LL.M. graduates whether the LL.M. program is subordinate to the J.D. program. Ask whether J.D. students are afforded a greater amount of resources and opportunities than LL.M. students, and ask whether the school is using LL.M. tuition to pay for superior J.D. activities or opportunities.
